Billingsley Consultants first formed in 1982 in St. Louis, Missouri. After serving as Chief of Urban Design for the City of Dallas, and as Land Use Director for Boulder County, Colorado, Graham Billingsley reestablished the firm in 2008.

Joanne Garnett, FAICP, has over 30 years experience in planning and brings exceptional skills in public participation to projects.
